The
main objectives of the community Development Department
is to deal with the problems of multipurpose public
agencies with regard to management of social Development.
This department is supporting in providing enabling
environment for domestic and institutional development.,
It will also provide district funds for cost sharing
in Community Development projects. This Department work
for promotion and registration of cooperatives societies
of general and special purpose, social welfare societies
and Citizen Community Boards for community participation
in villages and other related Unions of Labour welfare.
The present Community Development Department is planned
for Labour, Cooperative, Social Welfare, Sports &
Culture and Community Organization offices. Wherein
the establishment of Cooperatives, Labour and Social
Welfare has been completely made functional under Community
Development District Government Bahawalpur. The establishment
of Community Organization Wing has not yet been made
functional which is under active consideration of Punjab
Government according to the Devolution Plan. The Sports
& Culture Department has been reorganized by handing
over the responsibility of Sports wing to the District
Sports Board, Bahawalpur and by establishing the Bahawalpur
Arts Council under the chairmanship of District Coordination
Officer, Bahawalpur with the authority to implement
the Dramatic Performance Act, 1876 under the control
of Executive District Officer (CD), Bahawalpur.
It is worth mentioning here that Community Development
Department is basically meant for strengthening the
working of civil society organizations i.e. Cooperative
Societies, Social Welfare Societies, Labour Unions,
Art Council, Village Councils. Neighborhood Councils
and Citizen Community Boards and Sports Clubs to be
organized in future under District Government system
to improve quality of life of people, through participatory
development approach and community contribution in development
process.

The Social Welfare Department has main focus in
the Social Development related to the key issue necessary
for sustainable development.
Social Welfare is a vital sector of the National Development.
It motivates voluntarily efforts on the basis of self-help
and mobilization of both human and material resources
to supplement governments’ efforts to accelerate development
process. It has twofold approach i.e.
1. Public Sector Programmes. Welfare activities are
most needed in poor communities and neglected sections
of our society, where financial and technical resources
are limited.
2. The development Programmes undertaken aim at eradication
of
Social evils, rehabilitation of indignant, the disable
and the social needs bringing social and cultural
changes along with an equitable and sustainable economic
growth as well as social development.
OBJECTIVES OF THE DEPARTMENT:
a)- To mobilize people and communities
for creation of social awareness about their
right and obligations towards a progressive Islamic
society with social equity.
b)- Improve the system and procedure of rendering
professional and financial support to potential and
viable NGOs to develop them as efficient out let of
delivery of social services.
c)- To create awareness among the community
for better utilization of infrastructure development
services.
d)- To organize NGO’s to fill up Gap between
the Govt. community services i.e education, health,
sanitation and other Social Welfare Activities through
local NGOs.
e)- Organize urban and rural communities in
promotion of community development programme thus
ensuring their voluntarily participation in socio
economic development activities on self help basis
for their own common good and according to their local
felt needs.
f)- Recognize and consolidate the existing institutional
care training and rehabilitation services for economically
and socially oppressed and vulnerable group such as
widows, orphans, destitute, the disable, the poor
and women and children in distress.
g)- Provide professional medical and financial
assistance to patients and addicts and their families
through professional social worker, hospitals, Health
Welfare Committees (Zakat), Patients Welfare Societies
(NGOs), and District Bait-ul-Maal Committee.
h)- Improve and expand such arrangements and
services to increase opportunity of assessment, training
and rehabilitation of the disable, particularly for
their employments in public or private sectors under
2% quota reserved for the disabled in the disable
person (employment and rehabilitation) Ordinance –
1981.
i)- Make consistent efforts through mass education,
motivation and advocacy campaigns for strong public
opinion against all prevalent social evils and oppressive
customs, such as extravagance, wasteful expenditures
on marriage and similar other ceremonies, display
of dowry, bribery, gambling, prostitution, beggary
etc violence against women, addiction, early marriage,
water sanitation, child abuse and child labour discrimination
of gender in property rights and other i.e. education,
health care etc.

This department is an organ of the Community Development
Department which District Officer Labour, Bahawalpur.

a) Maintenance of industrial peace.
b) Settlement of industrial disputes.
c) Adjudication of compensation claims and non-payment
of wages.
d) Registration and deregistration of trade unions/federations.
e) Conducting of referendums for determination of
Collective Bargaining Agents and supervision of Federation.
f) Audit and Scrutiny of the Annual Returns of funds
of trade unions and federations.
g) Enforcement of Labour Welfare Laws in factories
shops, commercial and industrial establishments.
h) Enforcement of Punjab Weights and Measures (International
System) Enforcement Act, 1975 and Rules 1976.
i) Verification/Reverification of weights and measures
being used by the business community.

a) Implementation of various Labour enactments
to maintain industrial peace and to enforce the wages
structure notified by the Provincial Government.
b) Provision of information and advisory services
to the industries for improvement of safety, health
and working environment.
c) Distribution of Marriage Grant, Talent Scholarship
and Death Grants.
d) Allotment of plots/house/flats and state management
of Labour Colony.
e) Promotion of employment opportunity, collection
and dissemination of Labour marketing information
and assistance to the Defense Forces by the Provision
of data on skilled personnel’s.
f) Implementation of Government Policies and procedures
for gradual elimination of child Labour.
g) Coordination of Government efforts for combating
issue of Bonded Labour.
h) Registration and deregistration of Factories, Shops
and Commercial Establishments.
i) Enforcement of Weights & Measures in shops
Factories Commercial Establishments.
TARGETS AND ACHIEVEMENTS
Targets
»
1. Target fixed for factories inspection
was 181 for the year 2002-2003 and the target of 450
shops were fixed for inspection for Labour Inspector.
2. Target fixed for Weights & Measures is Rs.
8,23,000/-.
Achievements
»
1. Industrial peace was maintained throughout
the year in district Bahawalpur.
2. No industrial dispute was arisen in district Bahawalpur
during the last year.
3. 9 cases of compensation claims were instituted
and the same were adjudicated by the Commissioner
Workmen Compensation throughout the year.
4. 60 cases of non-payment of wages were instituted
and 35 cases were decided. 25 are at the various stages
of judicial procedure like replication, framing of
issues, recording witness, in chief/cross examination
etc.
5. Two unions were registered during the year.
6. In two factories referendum were conducted for
the determination of Collective Bargaining Agent.
7. 8 trade unions submitted their Annual Returns of
funds for audit and scrutiny and their statements
were accepted by the Registrar Trade Unions.
8. 181 factories were inspected under various Labour
enactments.
9. 450 shops were inspected by the Labour Inspector
of this department every month.
10. Rs. 5,51,641/- fee was collected during the financial/year
2003.
11. Rs. 9,00,000/- has been paid to 30 workers on
account of marriage grant, Rs. 3,00,000/- to 3 workers
heirs on account of Death grant and 39 Students/Children
of workers have been paid Rs. 6,07,200/- on account
of Talent Scholarship. This package is paid by Punjab
Workers Welfare Board, Lahore.
12. 642 persons have been registered by the Employment
Exchange under Registration of Essential personnel’s
and various other Enactments. |

This department is an organ of the Community
Development Department which is headed by the District
Officer Cooperatives Bahawalpur.
Functions
»
The functions of this department being a
component of Community Development Department are
as under:
(a) Cooperative Societies having area of operation
restrict to a district.
(b) National Scheme for Cooperative Farming.
(c) Training to the field officials of the Cooperative
Department and office bearers of Cooperative Societies
in book keeping, maintenance of accounts, minutes
book, preparation of loan documents etc.
(d) Appeal under section 64-A of the Cooperative Societies
Act, 1925 against order of the subordinate officer
with regard to the matter relating to the Cooperative
Societies with area of operation restricted to Tehsil/Village
and having share capital of not more than Rs.5000/-
or as may be prescribed by Provincial Government from
time to time.
(e) Development schemes pertaining to Cooperatives
as per delegation of powers.
(f) Service matters pertaining to officers/officials
as per delegation of powers.
(g) Purchase of stores and capital goods for the district
office.

The information/report pertaining to Cooperatives
Department District Bahawalpur with regards to Activities
are under: At present Government of the Punjab
has granted relaxation in the ban placed on the registration
of new Cooperative Societies to the extent of COOPERATIVE
VILLAGE ORGANIZATIONS (COVs) for productivity enhancement.
