a) Formulation, Distribution and monitoring of District Budget (Current Development).
b) Examination and scrutiny of proposals for re-appropriation and supplementary grant and their approval by the competent authority /forum.
c). Financial management and control of offices of departments of the district government.

e). Functions of Principal Accounting Officers and Departmental Accounting Officers, Preparation, communication and execution of financial sanctions in accordance with the Delegation of Financial Power Rules.
f). Collection of provincial taxes and their immediate deposit into Provincial Treasury and submission of collection accounts to the Provincial Government.
g). Examination and advice on matters directly or indirectly affecting the district finances.
h). Maintenance of district, tehsil and town provincial accounts and reconciliation.
i). Monitoring the ways and means position/accounts of the district, tehsil and town government with the SBP/NBP ,and coordination with the Provincial Finance Department.
j). Liaison with the Pakistan Audit Department for the disposal of audit observations. Matters regarding Departmental Accounts Committee/Public Accounts Committee Business.
k). Service and administrative matters having financial implications, of employees of the district government in accordance with the rules and policies of the government.
l). Creation/up-gradation of posts, either permanently or temporarily with the approval of the Finance Department.
m) Sanction of the Provincial Government for obtaining loans.
n). Adherence/implementation of schedule of rates prescribed by the Provincial Government.
o). Prudent management of assets and liabilities of District Government.
p). Sanctioning of loans to the Tehsil Municipal Administration/Union Administrations from own resources.
q). Implementation of pay/pension policy/rules framed by the Provincial Government.
r). Purchase of stores and capital goods for departments of the district Government ,as prescribed under the Purchase annual.
s). Approval of rate and running contracts.
t). Any other  functions assigned to the district government.

a) Within the policy framework given by the Provincial Government preparing the Annual Development Programme of the District in coordination with all Districts Offices of provincial line departments.
b) Approval of development schemes according to the Delegation of Powers under the Financial Rules.
c) Appraisal, evaluation (major/selected schemes)and monitoring of implementation of development schemes in physical and financial terms .
d) Coordination within the District Government Department and with the Provincial Government, on Policy issues.
e) Preparing of Five Year and other District Development Plans.
f). Porches of stores & goods as delegated under Financial Rules.
 iii) Enterprise & Investment Promotion »
a) Promotion of small business, cottage, industry and medium size enterprise.
b) Control ,monitoring and stabilization of prices of essential commodities.
c) Organizing Industrial Exhibition.
d). Implementation of Industrial Statistical Act,1942 regarding following functional dimensions:-
(1) Updating of District Pre-investment Studies;
(2) Survey reports on different Industries to identify Industrial Potentials.
(3) Preparation of Industrial Directory on district basis.
e) Registration of Firms under Partnership Act,1932.
f). Registration of societies and associations under the Societies Registration Act(XXI of 1860) and under Companies Ordinance 1984.
(i). Feedback to the Government for formulating Industrial/Trade import and export policies.
(ii) Forward planning promotion and development of medium and large scale Industrial sector.
g) Liaison with Chambers of Commerce & Industry and feedback to the Provincial Government in Industries & Mineral Development Punjab.
h). Purchase of stores and capital goods for the department under the relevant Delegation of Financial Powers.
i). Location Clearance Certificate for establishment of Industrial Unit.

 Achievements of Finance , Budget & Accounts »

a) Formulated and distributed the District Budget for the year 2001-2002 and 2002-2003.
b) The proposals for re-appropriations received from the different offices during the year 2001-2002 and current financial year were examined/scrutinized and then approved by the competent authority.
c) Financial management and control of offices and departments of the District Government ,rendering of requisite guidance and advice on important financial matters.
d) The schemes of new expenditure pertaining to the establishment transferred from Tehsil Municipal Administrations /erstwhile Zila Council to District Govt. were examined and approved by the Zila Council.
e) Rendered all kinds of financial assistance to the Principal Accounting Officer/District Co-ordination Officer and other Departmental Accounting Officers/Executive District Officer. All the concerned DDOs, of different District Offices were delegated financial Powers, in accordance with the rules. Financial sanctions were issued and executed in accordance with the delegation of Financial Power Rules.
f) The provincial taxes are being received by the different departments of District Government and being credited to the District Treasury .These accounts are being prepared in every department which are also sent to this office. Such accounts are being maintained in this office on the basis of information supplied by the departments.
g) Different matters effecting the District Finances received in this office were examined and necessary advice was provided in this regard.
h) Maintenance of District tehsil and town provincial accounts, and Pension Fund of the retired, retiring employees .Payment of Pension to such retired employees of Zila Council is being made w.e.f. 1-7-2002.
i) Monthly grants/supplementary grants for District Government, Tehsil Administrations and Union Administrations are being received through State Bank of Pakistan .All kinds of payments are being made from District Accounts –IV maintained in State Bank of Pakistan. The accounts of such transactions are prepared/reconciled with State Bank of Pakistan.
j) Convening of meetings of District Accounts Committee, Zila Accounts Committee, Zila Finance Committee and Zila Tax Committee.
k) Dealt with Service and Administrative matters having financial implifications of the employees of the District Government in accordance with the Rules and Policies of the Government such as T.A. Medical Re-imbursement, Earned Leave, Pension etc.
l) Schedule of Establishment of the District Government Bahawalpur was prepared and got approved from the Zila Council ,and submitted to Finance Department for approval.
m) Nil.
n) Rates of daily wages prescribed by the Provincial Government were circulated to all the departments of District Government for implementations.
o) Financial supervision of the management of the assets and liabilities of the District Government including assets/liabilities of erstwhile Zila Council.
p) NiL.
q) Pay/Pension rules issued by the Provincial Government effective from 1-12-2002 were implemented in District Government .Moreover, Pension cases of the employees of the erstwhile Zila council are being dealt in the light of Government instructions w.e.f. 1-7-2002.
r) Conducted the bulk purchase of furniture and fixtures and office equipment for different offices of the District Government. Supervised and monitored the purchases made by various District Departments under the instructions contained in the Purchase Manual.
s) NiL.
t) Financial management and collection of Accounts relating to the Referendum,2002 .Management of Abu Dhabi Cholistan People’s Welfare Trust. Financial management of the distribution of flour bags to the common man at subsidized rates during Ramzan ,2001 and 2002.

 Achievements of Planning Development »

i)An amount of Rs.204.930 was allocated for the current financial year 2002-2003 .
ii) Rs.71.640 Million has been released to the executing agencies .Programme wise detail is given as under :-
a) District Development Programme Rs.49.277 (M).
b) KPP(on going)Rs.22.145(M).
c) Un-funded schemes Rs.0.218 (M) .
iv)217 schemes have been completed under various programmes.

  Achievements of Enterprise & Investment Promotion »

a) The Two sites of Industrials clusters at Vehari road Hasilpur and near Sma Satta, Ahmedpur East road were identified to boost up the Industrial activities in the area.
b) One of the functions of the office is to control, stabilize and monitor the prices of essential commodities. Therefore a Price control cell has been established in this office. A revised District Price Control Committee has been constituted and meetings are being conducted in this regard. The Itwar Bazar and Juma Bazar are also being organized, while a Ramzan Bazar was also established during the Holy Month of Ramzan in November, 2002.
c) During the period under discussions two Industrial exhibitions were held/organized in the city.
d) COLLECTION OF CENSUS OF MANUFACTURING INDUSTRIES (CMI) RETURNS.
61 CMI Returns have been collected from the defaulting units of Bahawalpur District under the Industrial Statistical Act; 1942 and forwarded to the Director of Industries, Punjab Lahore vide this office letter Nos.DO/E&IP/BWP/CMI-Returns/976 dated 3-6-2002 and No.DO/E&IP/BWP/CMIR/1783 dated 22-1-2003.
(1)The Pre-Investment study of Bahawalpur District has been revised in July, 2002 and after publication the same has been received for the Directorate of Industries, Punjab, and Lahore for sale purpose to the General public.
(2)During the year 2001-2002 the survey on different subjects were conducted as under:-
(i) Survey on shopping bags manufacturing units.
(ii) Survey on the un-authorized working /business of the LPG cylinders.
(iii) Survey to identify industrial cluster in the District.
(iv) Survey on the industrial investment in the District.
(3)The Industrial Directory in respect of Bahawalpur District has been updated and more than 40 Nos. of new industrial units were identified and included in the fresh edition. The same has also been finalized and published.
e) The district Officer, Enterprise and Investment Promotion in each District of the Punjab has also been declared as Registrar of Firm under Partnership Act; 1932 vide Government of Punjab, Industries and Mineral Development Department Notification No. E&A (I&MD) 7-14 dated 18.10.2001.During the year under discussion 141 Nos. of Firms have been registered under the said Act.
f) The Executive District Officer (F&P) has been declared as Registrar Joint Stock Companies in each District of Province. Therefore the cases of registration of Societies under the Societies Registration Act; 1860 are processed in this office. More than “275” cases of registration of Anjuman, Societies including Mosques and Madarsas are under scrutiny, while “16”cases have been finalized /registered.
(i) The proposal for the formulation of Import/Export policy was prepared with the consultation of Bahawalpur Chamber of Commerce and Industry and forwarded to the Directorate of Industries for onward submission to the Government.
(ii) The hurdles regarding the Investment in the area was forwarded to the Government of the Punjab Local Government and Rural Development with the request to resolve the same for Industrial development/activities in the District.
g) This office is in contact with the Bahawalpur Chamber of commerce & Industry (BCCI) and their problems/issues/suggestions are sent to the District Government as well as to the Directorate/Government of Punjab, Industries, Mines & Mineral Department for appropriate action.
h) Nil.
i) Only one party M/s. Muslim Brothers Oil Mills 4.5 km. Yazman Road, Bahawalpur, approached this office for the grant of location clearance certificate and same was issued to them.
j) A proposal regarding the establishment of an industrial estate at Mauza Dera Masti Sama Satta link road, Bahawalpur was prepared and forwarded to the Directorate of Industries Punjab Lahore for further action.
k) No investor approached this office for the redressal of grievances during the said period.
