 Introduction »
DoctorWith the implementation of Devolution plan, the Health Department at District level has been reorganized and structured in a fashion to provide comprehensive medical care to the people both curative and preventive, main emphasizes has been laid on the preventive services, which are being provided to the community at their door steps.
The major policy decisions i.e. planning of health services, developmental activities, recruitment of paramedics, doctors, specialists, procurement of medicine and equipment has become District Govt. subject. All the aforesaid activities have been addressed to in a befitting manner, tremendous success have been achieved and national health policy for fist time has been translated in to the operational form. Capacity building of the staff through training’s, seminars and workshops have been improved

 ORGANIZATION »
EDO (Health) is the administrative and financial head of the Health Department . The Department consists of more than three thousand employees including specialists, public health physicians, community health experts , hospital and health administrators, medical officers , women medical officers and paramedics of all type along with office establishment staff.

It has 155 health facilities including 4 THQ Hospitals, 10 Rural Health Centers, 71 BHUs, 5 Dispensaries, 10 MCH Centers , 51 Zila Council Dispensaries, 1 Police Hospital and 2 T.B. Clinics.

Procurement of Medicine »

With the implementation of devolution plan, the procurement of medicines has become District Government subject. By virtue of decentralization of this policy, the medicines have been purchased according to local need and demand, quality of medicines is also ensured. The District Government Bahawalpur purchased 121 different items of medicines during the year 2001-2002 amounting to Rs. 1,77,12,000 These medicines have been distributed to THQ Hospitals, RHCs, BHUs, Dispensaries and MCH Centres in Bahawalpur District. For year 2002-2003, Rs. 1,50,26,000 is allocated, rate contract has been finalized and supply orders placed with the concerned firms for 161 items.
 Recruitment of Doctors and Dental Surgeons »
Under District Government, regular recruitment of doctors and dental surgeons on contract basis is going on. 83 Medical Officers , 22 Women Medical Officers and 4 Dental Surgeons have been recruited on contract basis for five years at THQ Hospitals, RHCs and BHUs and Dispensaries, which would go a long way in ameliorating a lot of poor patients and would provide best possible medial care to the ailing humanity.
 Recruitment of Paramedics and others »
131 candidates have been selected for recruitment on contact basis by the District Recruitment Committee and the list of selected candidates has been sent to the Government of the Punjab Health Department for the issuance of appointment orders, which is still awaited.
 Recruitment of specialist doctors for thq hospitals »
To provide the specialized care to the population at gross root level, 12 Specialist doctors have been recruited.

 District Quality Control Board »
The District Quality Control Board has been established in each District after Devolution by the Government. It is functioning under the Chairmanship of District Coordination officer, Bahawalpur which has scrutinized the reports of the Provincial Drug Inspectors in respect of non quality cases of violation of the Drugs Act, 1976 including the cases of registration of FIR pertaining to the District except for the cases involving test reports of the government Analyst or o licensed manufacturer. The District Quality Control Board, Bahawalpur meets at least once in month. Five meetings of District Quality Control Bahawalpur have been conducted up till now.

 Control measures against pilferage of medicines and vaccines »
The following strategies are implemented to control the pilferage of drugs & vaccines.
1. Pasting of specific label on procured medicine having word “District Government property” “NOT FOR SALE”
2. Defacing of medicine at each health facility.
3. Random physical checking of store and comparing with stock entries.
4. Updating of Bin Cards, expiry list display.
Preventive programme , - targets and achievements
(a) EPI(expended program for immunization
This programme was launched during 1984 in District Bahawalpur
The objective of this programme is to reduced the morbidity/ mortality and ultimately eradicate the following seven communicable diseases in the children.
1. Polio.                  2. Measles.
3. Tuberculosis.    4. Diphtheria
5, Peruses.             6. Tetanus.
7. Hepatitis
The immunization is carried out both through static’s centres established in each health outlet (where cold chain facility is available) and through out reach teams.

This program is designed to control the population explosion and to provide the primary health services at the door steps of the community. At present 30 % of the population is covered by this programme through the recruitment of 1056 LHWs and in phased programme 744 LHWs would be recruited in this year.

 c) WOMEN HEALTH PROJECT »
It was started in 2000 and main objective is to reduce the infant and maternal mortality and provision of better health facilities for the mother and child through safe motherhood .

District Health Development was established in District Bahawalpur in year
1995, the purpose of this centre is to impart in service training to the doctors,
paramedics, and other field staff.

 Establishment of complaint cell »
A complaint cell is established in EDO(Health) office, Bahawalpur for redressing the grievances of public. So far 205 complaints have been disposed off according to law.
 Preparation of disaster and evacuation plan »
A comprehensive disaster and evacuation plan is has been prepared by the EDO(Health) for effective management in any untoward situation or calamity.
 Collection of funds of Red Crescent Society »  
The performance of Red Crescent Society was not satisfactory and it was in financial crises . Only Rs.10000/- were lying in the account of the society in the year 2001 and by the concerted efforts of DCO and EDO Health , the funds were raised to the tune of Rupees Three Lacs Seventy Five Thousand (3,75,000/-) and one lac was presented to Honourable Governor of Punjab on behalf of District Bahawalpur.
To provide the specialized care to the population at gross root level, 12 Specialist has been selected.
